UDIA National Council

The Urban Development Institute of Australia is the leading development industry body, representing more than 2,500 member companies and agencies across the public and private sector.

It is governed by the National Board, made up of representatives from each UDIA State Council.

Max Shifman

National President (VIC)

Max Shifman is Chief Executive Officer of Intrapac Property, one of Australia’s largest private developers. Max’s focus is on the continued, successful delivery of Intrapac’s project portfolio and the pursuit of new opportunities and growth. After studying Civil Engineering and Law at Monash University, Max’s experience covers broad aspects of residential development from large-scale subdivisions, integrated townhouse developments and apartments. Max has spent six years on UDIA Victoria committees; four on Outlook, and two on Infrastructure & Urbanisation, before joining the Victorian board in 2018. He is the industry representative on the South-East Water Customer Engagement Council and successfully lobbied for the formation of a SEW Industry Reference Group in early 2018. Max’s proudest achievements include receiving the UDIA Victoria Young Professional Award in 2013 and being part of the team responsible for Intrapac’s multiple UDIA Excellence Award winning Somerfield project, Whiterock Ripley, and Kinley, the former Lilydale quarry redevelopment.


Simon Basheer

Immediate Past President (NSW)

Simon Basheer is UDIA’s Immediate Past President. He holds a Bachelor of Business (Marketing), Graduate Diploma in Property (Valuation). Simon has more than 30 years’ experience in the development industry holding a number of senior General management positions across several states. He is passionate about the development industry and the responsibility developers have in their profession. He has been an active member of the UDIA both in Queensland and NSW for over 20 years and was a Councillor on UDIA NSW for 8 years and also holding the position as UDIA NSW President. Simon has sat on UDIA National Council for more than 10 years. After more than 8 years working for Delfin Limited, Simon joined Lend Lease in 1995 and was involved in many of Lend Lease’s largest masterplanned community and urban projects before leaving in late 2020 after 25 years. Simon’s background brings a depth of industry experience which is translated into strong policy and advocacy activities for the development industry.


Col Dutton

National Vice President (WA)

Col Dutton is the General Manager, Residential (WA), Stockland Western Australia. He is President of UDIA WA and has more than 20 years’ experience working in the property industry around the country. Col leads Stockland’s delivery of affordable, diverse housing in Perth as well as driving a focus on mixed use town centres and medium density developments in greenfield and infill locations across Perth.With a professional background that spans senior roles in property and local government and qualifications in engineering, Col has an in depth understanding of the broad range of industry issues that UDIA WA is involved in.
